How To Do a Connecticut DMV Change of Address

If you’re planning on moving to, from, or within the state of Connecticut then you’re going to want to make sure that you know exactly what’s expected of you in terms of DMV paperwork. Like all states, you’ll be required to get your Connecticut DMV Change of Address forms in order before you can truly settle in as a resident—including your address on your driver’s license and your vehicle’s registration, if applicable.

If You’re Moving to Connecticut from Another State

Will you need to get a new driver’s license if moving to Connecticut from another state?

How do you get one?

To get a Connecticut driver’s license as a formerly out-of-state resident you’ll have to go to a Connecticut Department of Motor Vehicles office in person, since unfortunately you can’t do a Connecticut DMV change of address online or over the phone. Make sure you visit a hub office, since these are the locations that offer driver’s licensing services for new residents. If you’re short on time, check wait times at your nearest office location before you go so that you know what to expect.

Per the rules in most states, expect that Connecticut driver’s licenses for new residents to the state are only available to those who do not have any outstanding suspensions, revocations, or cancellations on their out of state driver’s license and who have not been previously deemed unfit or unsafe to drive by the CT DMV or an outside court.

You will need to bring along the following documentation when you visit the CT DMV:

    • Two documents showing proof of identity (such as your U.S. birth certificate and current out-of-state driver’s license)
    • Your social security card (a W-2 or 1099 tax form from the past five years will also suffice)
    • Two pieces of mail showing proof of Connecticut residency (such as a bank statement and utility bill)
    • Proof of legal presence, if not born in the U.S. (such as a U.S. passport card or a permanent resident card)

    Note that if your name on your proof of identity does not match the name on the documents showing proof of identity then you will also have to bring along proof of name change, such as your marriage license, divorce decree, or a court order for a legal name change.

    Is there a fee?

    Does a Connecticut DMV change of address require a driving test?

    No, provided you have a current and valid out-of-state driver’s license, or a driver’s license that has not been expired for more than two years—though the licensing agent can require that you take a road test at their discretion. A vision test is required.

    How long do you have to get a Connecticut driver’s license or ID card?

    As of March 10, 2020, Connecticut has extended their allowances to provide new residents with 120 days after establishing residency to get their state driver’s license. So how do you know if you’re officially a resident? Head to the CT DMV if you plan to:

      • Live in Connecticut for at least 7 months out of the year
      • Register to vote in Connecticut
      • Work in Connecticut
      • Run a business out of Connecticut

      How long do you have to update your vehicle’s registration?

      Connecticut requires that you register your vehicle in the state withing 60 days of establishing residency.

      How do you update your vehicle’s registration as a new resident of Connecticut?

      There are a couple of steps to complete to transfer your out of state vehicle’s registration to Connecticut.

      1. Get an emissions test or VIN check. All vehicles that are model year 2016 or older will be required to get an emissions test. If this does not apply to your vehicle, you will instead be required to get a VIN verification.

      2. Visit a Connecticut Department of Motor Vehicles office. You must visit a hub office if you are transferring your driver’s license and vehicle registration. If you are just transferring your registration then you can visit a hub or limited service office.

      Make sure to bring along the following documents:

        • Completed registration form H-13B (fill it out at home and bring it with you)
        • Proof of insurance
        • Proof of identity
        • Emissions or VIN check report
        • Proof of ownership (an original title if owned and an original power of attorney if leased)

        If you do not have your original title, you can request a six-month extension for your title holder to mail the document to the CT DMV. Follow these directions for making the request.

        If You’re Moving Within Connecticut

        Connecticut requires that you update your driver’s license within just 48 hours with your new address when moving within the state (and no, changing your address with the post office doesn’t cut it).

        You have two primary options for updating your address on your Connecticut driver’s license:

        1. Go to a Connecticut Department of Motor Vehicles hub office in person. Find a Connecticut driver’s license hub office near you and fill out a Connecticut DMV change of address form in person.

        2. Send your request by mail. Send your completed change of address paperwork (Form B-58 IND) to: Department of Motor Vehicles, 60 State Street, Wethersfield, CT 06161-5070, Attn: Data Entry Change of Address Unit.

        How much does a Connecticut change of address cost?

        An update to your Connecticut address with the DMV is free, but you’ll need to pay a fee if you want a replacement driver’s license with your new address.

        What information do you need to provide to update your address on your driver’s license?

        To change your address on your Connecticut driver’s license or identification card, you will need to provide:

          • Completed Change of Address Form
          • Date of birth
          • Driver’s license number and issue date
          • Social security number

          What information do you need to provide to update your vehicle registration?

          You will need to provide the same change of address paperwork noted above to update your vehicle’s registration, as well as your plate number.

          Will Connecticut issue you a new driver’s license if you’re moving within the state?

          Not unless you want one.

          If You’re Moving From Connecticut to Another State

          Do you need to notify the state of Connecticut if you’re moving to another state without a registered car?

          Yes. Your Connecticut driver’s license will not be automatically cancelled when you move. Fortunately, you can cancel your CT vehicle registration online. If you’d rather cancel your registration by mail, send a completed Marker Plate Notice Form (Form E-159) to: DMV, Registry Record Section, 60 State Street, Wethersfield, CT 06161-5057.

          Do you need to notify the state of Connecticut if you’re moving to another state with your registered vehicle?

          Do you need to return your Connecticut license plates?

          Yes, mail them with a written cancellation request to: DMV, Attn: Plate Return, 60 State Street, Wethersfield, CT 06161-5057.
